Insulation missing would make the duct warmer, because the inside being air conditioned would have cool air going through the duct, but with no insulation, the duct would be warmer.

A way condensatin would collect inside woutd be if the inside air was very humid and the duct was cool. So another guess is that there is some reason that the air inside the house carries so much moisture that condensation would collect in a cool duct, cool enough despite having missing insulation to collect inside.

A solution would be to reduce the humidity in the house by putting covers on pots while cooking, covering fish aquarium and looking to reduce sources of moisture.
